France's Parliamentary Ongoing Crisis: The Beginning of a Fresh Governmental Reality

In October 2022, as Rishi Sunak assumed office as British prime minister, he was the fifth British prime minister to take up the role in six years.

Unleashed on the UK by Brexit, this represented unprecedented political turmoil. So how might we describe what is unfolding in the French Republic, now on its fifth premier in two years – with three in the last ten months?

The latest prime minister, the recently reappointed Sébastien Lecornu, may have secured a temporary reprieve on Tuesday, sacrificing Emmanuel Macron’s key pension reform in return for opposition Socialist votes as the price for his administration's continuation.

But it is, at best, a temporary fix. The EU’s number two economic power is locked in a political permacrisis, the likes of which it has not experienced for decades – perhaps not since the start of its Fifth Republic in 1958 – and from which there appears no simple way out.

Governing Without a Majority

Key background: ever since Macron initiated an ill-advised snap general election in 2024, France has had a hung parliament separated into three opposing factions – left, far right and his own centrist coalition – without any group holding a clear majority.

Simultaneously, the nation faces twin financial emergencies: its national debt level and deficit are now nearly double the EU threshold, and strict legal timelines to pass a 2026 budget that starts controlling expenditures are approaching.

In this challenging environment, both the prime ministers before Lecornu – Michel Barnier, who lasted from September to December 2024, and François Bayrou, who took office from December 2024 to September 2025 – were removed by parliament.

In September, the leader named his close ally Lecornu as his new prime minister. But when, a little over two weeks ago, Lecornu unveiled his new cabinet – which turned out to be largely unchanged from before – he encountered anger from allies and opponents alike.

To such an extent that the next day, he resigned. After just 27 days in office, Lecornu became the briefest-serving prime minister in modern French history. In a dignified speech, he blamed political intransigence, saying “partisan attitudes” and “certain egos” would make his job virtually unworkable.

Another twist in the tale: just hours after Lecornu’s resignation, Macron asked him to stay on for another 48 hours in a last-ditch effort to salvage cross-party backing – a task, to put it gently, not without complications.

Next, two ex-prime ministers openly criticized the embattled president. Meanwhile, the right-wing RN and leftist LFI declined to engage with Lecornu, promising to vote down all future administrations unless there were snap elections.

Lecornu stuck at his job, talking to everyone who was prepared to hear him out. At the conclusion of his extension, he went on TV to say he thought “a solution remained possible” to avoid elections. The president’s office confirmed the president would name a fresh premier two days later.

Macron honored his word – and on that Friday appointed … Sébastien Lecornu, again. So this week – with Macron commenting from the wings that the nation's opposing groups were “creating discord” and “solely responsible for this chaos” – was Lecornu’s moment of truth. Would he endure – and can he pass that vital budget?

In a critical address, the young prime minister spelled out his budget priorities, giving the centre-left Socialist party (PS), who oppose Macron’s unpopular pension overhaul, what they were expecting: Macron’s flagship reform would be suspended until 2027.

With the right-wing LR already on board, the Socialists said they would refuse to support no-confidence motions proposed against Lecornu by the far right and radical left – meaning the administration would likely endure those votes, due on Thursday.

It is, however, by no means certain to be able to approve its €30bn austerity budget: the PS explicitly warned that it would be demanding further compromises. “This move,” said its head, Olivier Faure, “is just the start.”

Changing Political Culture

The problem is, the more Lecornu cedes to the centre-left, the more opposition he'll face from the right. And, like the PS, the right-leaning parties are themselves divided over how to handle the new government – some are still itching to topple it.

A glance at the parliamentary arithmetic shows how tough Lecornu’s task – and future viability – will be. A combined 264 lawmakers from the far-right RN, radical-left LFI, Greens, Communists and hardline-right UDR want him out.

To succeed, they need a 288-vote majority in parliament – so if they can convince only 24 of the PS’s 69 members or the LR’s 47 representatives (or both) to support their motion, Macron’s fifth unstable premier in two years is, similar to his forerunners, finished.

Most expect this to occur soon. Even if, by an unlikely turn, the dysfunctional assembly musters collective will to approve a budget this year, the prospects for the government beyond that look grim.

So does an exit exist? Early elections would be doubtful to resolve the issue: polls suggest pretty much every party bar the RN would lose seats, but there would still be no clear majority. A new prime minister would face the same intractable arithmetic.

Another possibility might be for Macron himself to step down. After a presidential vote, his replacement would dissolve parliament and hope to secure a parliamentary majority in the ensuing legislative vote. But that, too, is uncertain.

Surveys show the future president will be Marine Le Pen or Jordan Bardella. There is at least an odds-on chance that France’s voters, having elected a far-right president, might reconsider giving them parliamentary power.

In the end, France may not escape its predicament until its politicians acknowledge the changed landscape, which is that clear majorities are a bygone phenomenon, winner-takes-all no longer applies, and negotiation doesn't mean defeat.

Numerous observers believe that cultural shift will not be feasible under the country’s current constitution. “This isn't a standard political crisis, but a crise de régime” that will endure indefinitely.

“The regime … was never designed to facilitate – and even disincentivizes – the emergence of governing coalitions common in the rest of Europe. The Fifth Republic could be in its final stage.”
